Actual Juridical-Psychological Problems of Response on School Bullying
Abstract
The purpose of the article is to analyze the problem of school bullying - a form of violence in the child environment. The factors and determinants that give rise to this phenomenon are considered. The comparative analysis of education and educational measures of counteraction to bullying in the United States of America, the countries of Western Europe and Ukraine is carried out. The perspective legal and psychological ways of optimization of prevention of school violence are outlined. Methodology. The methodological basis of the study is the dialectical method of scientific cognition, which allows us to consider the conditions and factors of school bullying in their relationship and interplay. On the basis of the comparative method, a comparison of the organization of counteraction of bullying in educational institutions of different countries of the world and Ukraine is made. The system-structural method contributed to the identification of causes and phenomena of school violence, their connection with contemporary social conditions. The structural-logical method is applied to outline the main directions of improvement and optimization of measures of counteraction and prevention of bullying behavior in educational establishments of Ukraine. The scientific novelty of the publication is the implementation of the first legal and psychological analysis of the features of bullying, outlining the prospects for the study of individual and collective responsibility for the commission of school violence, spheres of introduction of the modern world experience in counteracting bullying. Conclusions. Despite the unfavorable tendencies of the increase of cases of bullying in the school environment of Ukraine, the problems of its genesis, the identification of normative-legal, social and individual-psychological factors is not given due attention. Perspective directions of prevention of school violence and its forms - bullying and cyber-bullying should include specifying legal responsibility by amending the legislation of Ukraine, forming a list of effective preventive measures taking into account the legal and psychological practice of working with children.
