Actual Psychological Problems of Staff Management of a Modern Police Organization
Abstract
The purpose of the study is to update the aspects of the professional activities of police officers in the light of new approaches in the management of law enforcement personnel. The methodological basis of the article is a theoretical analysis of organizational and psychological problems of management activity of the heads of the National Police of Ukraine. In view of this, the examples of their solution in the bodies and units of the National Police are given. It is noted that the new activity conditions make new, increased requirements for heads, significantly changing the role of the head. In the present conditions, the professional competence of the staff in solving the problems of law enforcement and combating crime, understanding the essence of the tasks assigned, is of utmost importance. It is worth talking about such features of modern management of the police organization, which make it possible to organize and unite the staff of the unit, to target everyone to achieve their goals. It is affirmed that in the most general sense, the concept of «personnel management» unites the entire set of organizational measures aimed at the optimal quantitative and qualitative formation of staff and the full use of its capabilities in the course of official activities (selection policy and employees selection, motivational aspects, career development, team leadership, training and retraining of employees, conflict management, etc.). Scientific novelty. The practical significance of the organization of the staff management process is determined, lies in the ideal design of staff management practices, the development of the theory, strategy, technology, methods and means of staff management; rationalization, deep critical reflection on the practical management of people and its orientation on the requirements of economic (business) and social efficiency; encouraging heads to change models, techniques, style, methods and means of managing workers on the basis of alternatives offered by the theoretical foundations of leading sciences and branches of knowledge. The current state of police organizations management is given, the reasons for the occurrence of certain miscalculations in the heads performance are analyzed. Taking into account the conditions of the modern police system, actual psychological problems of staff management of the organization are distinguished: professional competence of the modern head; the balance of management and leadership; miscalculations of interaction (external and internal); the degree of team cohesion and staff reliability etc. The requirements for the professional competence of the modern heads of bodies (units) of the National Police are outlined. A number of problematic positions are outlined in view of the modern staff of the management level, namely: not all appointed heads of territorial police bodies are able to unite the assigned staff around them; decisions are made irrationally or there is a deliberate evasion of this process, especially in difficult and atypical situations; public appearances, cooperation and partnerships with the public are isolated cases, which is often confirmed by media. Conclusions. It is noted that the list of psychological problems in the management activities of the heads of police forces is determined by some objective factors inherent in the management system itself. There are three groups of organizational and psychological foundations of modern staff management: the use of creative approaches to the organization and implementation of managerial activities by the manager; taking into account motivational factors to stimulate staff activity; flexible control over the effectiveness of police activity. It is emphasized that, in general, the managerial activity of the head of the National Police bodies should be first and foremost aimed at the optimal selection of psychologically based and practically justified tools of cognitive and communicative interaction for the fulfillment of official tasks.
