General Theses of Negotiating Activity of the Police Officers Preventive Communication Group During Public Events

Abstract

Author in this article proposed the interpretation of definition «negotiations during public event», disclosed the content of such chief theses of negotiating activity as: subject, object of negotiating activity, chief goal and tasks of negotiating activity. It was proposed the list of the principles for carrying out the negotiations with objects of negotiating activity (objectivity, accessibility, consistency, concreteness, determinism, systematicity, complexity) and it was developed their content. Negotiating activities of subjects of negotiation activities during mass events is characterized by the following main functions: communicative – provides the process of gathering information and checking it; epistemological – provides a process of knowing the basic characteristics of the objects of negotiation activities; informational – provides the process of gathering the necessary information about participants of a mass event; explanatory – provides disclosure of the essence of legally significant phenomena of negotiation activities, etc.; interpretative – provides clarification of the rules of law; stating – provides the process of accumulation of an array of information about the objects of negotiation activities; perceptive – ensures the process of perception, appreciation and understanding by the subjects of negotiation of the signs of mass phenomenon and objects of negotiation activities; prognostic – provides the process of predicting the probable development of events during a mass event; organizational – provides the organization of certain measures for the prevention and prevention of offenses during mass events; preventive – provides the process of preventing offenses during mass events; regulatory – provides a process for resolving certain disputes, controversial issues that arise during mass events; coordination – ensures the process of coordination by participants in mass events; controlling – ensures the control over the implementation of agreements; distracting – ensures the process of distraction of the objects of negotiation activity for regrouping or increasing of forces, etc. These functions reveal the main content of the negotiating activities of the police groups of preventive communication and indicate the directions in which it should take place.
