Current Tendencies of Professional Career of Policewomen in Ukraine

Abstract

In the article, professional self-realization is considered as one of the important factors in the formation of the personality of female police officers. The author analyzes the meaning of the concepts of "professional self-realization", "the formation of personality"; distinguishes indicators, conditions, determinants, levels, mechanisms, methods, means, strategies, criteria of professional self-realization in modern conditions; examines the influence of society on self-realization, individual psychological peculiarities of the cognitive and motivational spheres of the individual. The article provides the reader with some information on the theoretical and methodological aspects of the concept of "career", the problems of realization of the career of women, the list of barriers of career advancement of women in Ukraine. Theoretical and methodological basis of the work is the structural-functional and social-constructivist approaches to the analysis of gender relations in professional activity. The theoretical basis of the work are fundamental philosophical, sociological and psychological theories and concepts presented in classical and modern scientific literature, scientific works on history and ethnography, statistical information, materials of scientific and practical conferences on the mentioned problem. The aim of the research is to identify the peculiarities of women’s career in the National Police, factors influencing its success. The theoretical basis of the work is the fundamental philosophical, sociological and psychological theories and concepts presented in classical and modern scientific literature, scientific works on history and ethnography, statistical information, materials of scientific and practical conferences on the mentioned problem. Much attention is given to the meaning of the term "professional career". The article gives valuable information on typology of a professional career and its classifications. Much attention is given to the main types of professional careers. It draws our attention to planning and controlling professional career and its management. Managing a professional career allows to achieve employee loyalty to the interests of the organization, increasing productivity, reducing the turnover of staff and more fully disclosing human abilities. Motivation of worker’s behavior is an important lever of professional career management. The article gives a detailed analysis of implementation of a gender-based approach to public policy. The gender  

component is a part of the state of personnel policy research project and is based on a gender-based approach to the analysis of the status and participation of women and men in all social processes and in the labor sphere in particular. However, the lack of a well-considered personnel policy towards women, as well as taking into account the interests of both men and women in the workplace negatively affects the quality of staffing of the market economy as a whole, the reproduction, formation, preservation and strengthening of the country’s personnel potential, productivity work. The article gives a detailed analysis of issues of career growth, achievement of high status and professional self-realization of women in service in law enforcement agencies. Among the factors that influence women’s career in the system of law enforcement, the following should be mentioned: peculiarities of socialization, higher professional education, personal motivation, gender-liberal policy of state administration bodies, gender competence of the head, active work of the mass media in changing public thoughts about the role and place of a woman in modern society. The results of the analysis of French and Russian gender scholars are discussed. According to the analysis, the most serious obstacles for women in moving to career ladders are: high level of competition; poor representation of women in regional elites; the lack of development of channels for women’s advancement to managerial level; socio-cultural stereotypes; weak activity of women themselves. At present, the implementation of the principle of gender equality in the bodies of the internal affairs system is one of the priorities of the Ministry. Gender sociology is now experiencing another upsurge, which is associated with an increase in the role of women in all spheres of public life. Although, in her professional career, a woman faces a number of limitations and obstacles. It is necessary to recognize that to date only a small number of women reach the highest level of civil service. The structure of state bodies is formed without a scientific substantiation of gender components and does not promote the necessary advancement of women on the steps of the official hierarchy. Frequent reorganization, created by career «traffic» simultaneously reduce the interest of women in their careers. In general, we can state that that the career of women in the bodies of the National Police, in all its peculiarities and specificity, has the general laws that determine the career processes in the structures of power of zeal. The real determination of stay at the managerial level and power structures, and career advancement on them due to different combinations of personal, socio-political, economic and other factors.
