Theoretical Background of Management Issues in Law Enforcement Administration in Ukraine

Abstract
It is grounded that the formation of managerial competence is a fundamental condition for the successful functioning of the police in the conditions of democratization and the liberalization of society. The essential signs of a reformed police force have been broken up, leading to a change in the mechanisms of human resources management. The advantages of a competent approach during training of police personnel are outlined. The general list of abilities corresponding to the specific activities of the police chiefs is formulated; the positions of the leading Ukrainian scientists concerning the essential characteristics of the police case are analyzed. The necessity to combine formal management with management leadership is determined. Based on the analysis of the legislative framework governing the activities of the police, the responsibilities of the leaders are outlined. A list of key managerial competencies has been made, which is the theoretical basis for developing an updated police director's model. The daily activities of the head of the police unit include the implementation of a number of functions: special-professional, administrative, supervisory, educational, representative, etc. The reform of the policeupdated the need for the training of leaders of a new formation – managerial leaders who are capable of ensuring the effective implementation of new functions entrusted to the police. The scientific literature proposes a number of theoretical concepts of a police chief’s model, but there is no single approach to components of managerial competence. An important task is to select priorities in developing a competent model of the manager, since not all of these approaches have an applied value and can be used in personnel work.
